The Government has worsened its forecasts for this year. It predicts a fall in the economy of 11.2% and a rise in the deficit to 11.3% of GDP. And in this context, precisely to confront the ravages of the crisis and as a starting signal for the General State Budgets (PGE), yesterday the Council of Ministers approved an unprecedented increase in the spending ceiling, of 50%, up to the 196,000 million euros. This non-financial expenditure limit is a barrier that sets the maximum resources available in the State to meet all expenses initially planned or that may arise during the next year. The minister and spokesperson, María Jesús Montero, clarified that the majority of the estimated deficit for this year will be assumed by the Central Administration, which will experience an increase of 5.2% in 2021 due to the approval of the fund for the communities and a new fund for 18,396 million euros for Social Security of which it will be responsible.
Be that as it may, the truth is that when preparing the PGE, the control of public spending is as important as that of income, as is transparency in its management. Therefore, in this framework it would be advisable to reorganize the General Intervention of the State Administration (IGAE) to guarantee a fully independent operation of AOL Email List possible political or economic interference and achieve more effective control of public spending. We are just as in need of generating income to deal with the consequences of the pandemic as we are in need of improving public spending management. We technicians have already defended the need to strengthen and expand permanent control, to establish effective coordination of the different control bodies of the different administrations and to end the privatization of public audits.
And to achieve all these objectives, it is essential to increase the functions and responsibilities of the State Audit and Accounting Technicians, counting on their active participation in the evaluation of the efficiency of spending and investments financed by the budget with European funds. On the other hand, it would be advisable to establish a new regime of demanding administrative responsibility, and where appropriate, patrimonial responsibility, from expenditure managers, which corrects the current impunity of those actions that, although not constituting a crime or accounting non-compliance, represent an irresponsible disposal of public funds. Because now more than ever, Spaniards should know what each euro of public money is used for.
